The two most important approaches that must be integrated in every reform project are the gender approach and the participatory approach. The continuing enactment of detached, lofty laws shows that we haven’t yet grasped reform; in order to achieve reform we must start from the base, or at least include it in the concept and vision.

Zahra al-Zawi is a lawyer from Oujda and a member of several regional and developmental associations, and a regional coordinator for the National Network of Centres for Women Victims of Violence in Morocco (ANARUZ). She has participated in numerous meetings and conferences on women’s issues, both nationally and internationally. She is 55 years of age, is married, and has one son.
